Position Description
Vice-President of Administrative Services
The Vice-President of Administrative Services, acting under the direction of the president, is the chief fiscal officer of the College and is responsible for the overall operation of the business and fiscal affairs of the College as well as physical facilities. Working collaboratively with the president and staff of the College, the Vice-President of Administrative Services provides leadership in the planning, development, implementation, and evaluation of the fiscal affairs of the College to support student learning and student success. The Vice-President of Administrative Services is viewed as a major participant, along with the Vice-President of Instructional Services and the VicePresident of Student Services, in the decision-making and communication processes of the college. The Vice-President of Administrative Services is a key collaborator in the College’s strategic planning, institutional effectiveness, and accreditation efforts. The Vice-President of Administrative Services reports to the President of the College, who evaluates the Vice-President of Administrative Services annually.
Position Specific:
The Vice-President of Administrative Services is responsible for the development, implementation, evaluation, and effectiveness of business operations, fiscal programs, services, and physical facilities. Specific responsibilities include:
Leadership
- Provides on-campus and extension campus leadership in concert with other members of the administrative team.
- Provides leadership for Business Office Services, Physical Plant Operations, Facilities, Bookstore, Dining Services, Budget Development, College and Foundation investments, Run Business Solutions (information technology), and the annual audit.
- Provide leadership for the recruitment and retention of the full-time and part-time staff personnel supporting the component.
- Provides support for professional development of component personnel.
- Provides leadership for the assimilation, management, and use of College data for institutional research and program improvement.
- Provides input in the formation and interpretation of federal, state, and College policies affecting the College
- Facilitates adherence to all policies and procedures under the locus of administrative services
- Provides leadership to ensure an effective, efficient, and student friendly registration process
- Provides leadership and participates in the institutional committee structure.
- Provides strong leadership for students and student-related business office issues.
- Participates in professional organizations and professional development opportunities.
- Leads or serves as liaison to various institutional committees.
- Provides leadership that expresses the inherent worth of each employee at the College and to the education process.
- Provides leadership to the financial units consistent with the mission, values, and purpose of the college.
- Provides leadership to enhance fiscal initiatives.
- Provides leadership to promote a collegial atmosphere on all Vernon College campuses, centers, sites, and locations.
Communication:
- Maintains effective communication in the financial arena among all units of the local College, Texas community colleges, the Department of Higher Education, other educational institutions, and the community at large.
- Maintains open communication channels with the leaders in the financial unit (e.g., convene regular meetings with business office, physical plant, bookstore, information technology (RBS), and auxiliary personnel).
- Represents Vernon College in public relations activities, in recruiting activities, in professional meetings, and in other community events.
Administrative Services programs and processes:
- Supervises business office, physical plant, computer services and auxiliary personnel.
- Initiates improvements to administrative service processes and practices
- Recruits and recommends prospective professional and support staff.
- Recruits and assigns professional and support staff in concert with search policies and procedures.
- Conducts the annual evaluations of full-time and staff including business office personnel, director of physical plant, and directors of auxiliary operations.
- Calls and conducts staff meetings.
- Promotes the professional development of professional and support staff.
- Facilitates and participates in the evaluation processes related to administrative services and personnel.
- Ensures that institutional effectiveness efforts are implemented throughout the administrative services unit.
- Identifies computer and information technology needed to enhance the administrative services unit.
Budget:
- Formulates and implements an annual operating budget related to the goals and operational needs of the college.
- Prepares and recommends to the President the annual operating budget for the college.
- Prepares a monthly budget report for the President and the Board of Trustees.
- Serves as the College’s investment officer.
- Provides leadership for the annual audit.
Administrative:
- Provides leadership in strategic financial planning and prepare institutional reports as requested by internal and external sources.
- Ensures compliance with accreditation requirements and criteria, State of Texas laws and policies, and Vernon College.
- Provides leadership for planning and assessment of the administrative services component to provide evidence of accountability
- Provides leadership in the self-study process for re-accreditation in coordination with the Director of Institutional Effectiveness. Provides leadership in accountability and institutional effectiveness.
- Coordinates with the Director of Institutional Advancement to ensure success of the college foundation and to facilitate gifts and grants.
- Assists in planning for new facilities and equipment.
- Plans and implements fiscal activities that meet the goals of the strategic plan.
- Facilitates effective financial processes and procedures that foster student success.
- Participates in the annual revision of the college catalog

- Assumes other duties and responsibilities as assigned by the President.

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Business required. Masters degree in business administration or related field preferred.
- A minimum of five years of administrative experience with evidence of progressive responsibility within a community college setting.
- Known for commitment to personal integrity.

- Demonstrated knowledge of the responsibilities and skills required to fulfill the position responsibilities.
