Background
The Upper Columbia Salmon Recovery Board is a nonprofit organization that coordinates the implementation of the Upper Columbia Spring Chinook Salmon and Steelhead Recovery Plan. The UCSRB facilitates regional collaboration to understand and address the complexities that our communities face in the wake of three federally-listed salmonids. The UCSRB also engages in a conversation on the role of a healthy forest in creating healthy rivers and healthy communities. Facilitating active conversations in these forums, the UCSRB informs organizations, governments, tribes, industry, and other interests of our collective progress. In 2012, the UCSRB convened the North Central Washington Forest Health Collaborative to expand regional efforts to implement a ridgetop to rivers approach to salmon recovery. UCSRB Board members consist of a Commissioner from each Chelan, Douglas, and Okanogan Counties, and representatives from both the Confederated Tribes of the Colville Reservation and the Yakama Nation.
Job Summary and Purpose
The Finance Manager is a member of the Operations Team and is responsible for developing and maintaining accounting systems on a modified accrual basis to provide useful, accurate, and timely financial information for management of the UCSRB and for financial reporting as required by federal, state, and other funding sources. In addition, the Finance Manager develops and monitors the annual budget in collaboration with the Executive Director and presents pertinent fiscal data to the UCSRB Board of Directors, Finance Committee, and Executive Director to facilitate decision-making.
Duties and Responsibilities
- Maintains and reconciles the general ledger in accordance with UCSRB policies, with contract and grant requirements, and with generally accepted accounting principles for nonprofit entities.
- Prepares year-end adjusting entries, work papers, and schedules for the annual audit. Coordinates the audit with the audit firm. Prepares the annual Form 990.
- Prepares and monitors the annual budget in collaboration with the Executive Director, the Board of Directors, and UCSRB program staff.
- Processes all cash receipts and disbursements, prepares reimbursement requests for funders, and ensures that documentation for all transactions is complete.
- Prepares balance sheets, income statements, budget-to-actual analyses, and other financial reports as required by management and federal, state, and other funding sources.
- Reports organization's finances to Executive Director and Board, and offers suggestions about resource utilization and assumptions underlying budget forecasts. Works with the Finance Committee on financial matters and leads Finance Committee meetings.
- Monitors and maintains sufficient cash flow to meet financial obligations of the organization.
- Processes payroll, including payroll tax returns, W-2’s, and 1099’s for contracted services.
- Allocates indirect costs and develops indirect rate proposals to funders.
- Oversees fixed asset management and maintains internal controls over inventory and purchases.
- Prepares and monitors professional service contracts with subcontractors and vendors.
- Ensures compliance and consistency with state and federal regulations.
- Assists other staff with data analyses, report compilation and editing, note-taking and other duties as assigned.
Qualifications and Experience
A Bachelor’s degree in accounting, finance or a related field with three (3) years of experience, or an equivalent combination of experience, education, and training, will qualify an individual for consideration. Proficiency with QuickBooks and Excel is a must. Experience with public accounting in a non-profit setting and/or a CPA license is preferred.
Compensation
This is a ¾-time position. Based on experience, the salary range for this position is $45,000 – $53,000 plus benefits, including: retirement, medical, vision, dental, vacation/sick leave and paid holidays.
