Distribution and Collection Systems Manager
The Orange Water and Sewer Authority (OWASA), is a progressive water utility providing water, wastewater and reclaimed water services to the Towns of Chapel Hill and Carrboro and to the University of North Carolina at Chapel Hill. OWASA seeks a safety minded, proven leader to direct the overall operations, maintenance and repair of the water distribution, sewer collection and reclaimed water systems.
The Distribution and Collection Systems Manager provides vision and direction to a staff of 45 employees. The water distribution and sewer collection departments are broken down into crews of water maintenance, valve maintenance, meters/hydrants, construction, sewer maintenance and/or preventive maintenance. The water distribution system has approximately 380 miles of pipe and the sewer collection system has approximately 324 miles of pipe. The department administers the following programs; fire hydrant inspection/repairs, fire flows, large meter testing, easement mowing, manhole rehabilitation, minor construction projects, service taps, water main repairs, unidirectional flushing, meter testing and repair, valve maintenance, sewer inspection, smoke testing, sewer cleaning, grease trap inspection, backflow/cross connection and warehouse management. Position is responsible for ensuring that OWASA provides high-quality and reliable services to its 21,000 customers while delivering excellent customer service. Position reports to OWASA’s General Manager of Operations.
The ideal candidate should be an action-oriented strategic thinker that is self-motivated. Candidates should have a strong desire to lead others when it comes to development, team building, coaching, setting clear work standards and assist the team to fulfill OWASA’s mission and goals. Candidates should have excellent written, verbal and interpersonal communication skills and have a proven ability to work effectively with members of the public, regulators, developers, consultants, contractors and government staff.
Position requires a bachelor’s degree with seven to nine years of management experience in a water and wastewater utility. Candidates must be able to obtain required certifications from the North Carolina Water Facility Operators Certification Board and the North Carolina Pollution Control System Operators Certification Commission. Licensed North Carolina Professional Engineer preferred but not required. Position requires a Valid NC Driver’s License.

Salary range: $82,864 - $127,612
