Description: The City of Hopewell (the "City") is posting this position on behalf of the Hopewell Electoral Board (the "Electoral Board"). The Electoral Board is seeking a general registrar/director of elections (the "general registrar") to provide professional, technical leadership to the Office of Voter Registration (the "Office") and manage the planning, overseeing, and administering of elections in Hopewell. The general registrar is responsible for ensuring the necessary resources are acquired and in place to maintain the list of registered voters, assist candidates for public office in local elections, assure elections are well prepared and conducted in an accurate, efficient, and transparent manner in accordance with all relevant state and federal laws, and exercise effective supervision and leadership over staff, election officers, and volunteers. All applications will be reviewed, and interviews and selection will be conducted by the Electoral Board. The general registrar must be self-directed and will directly report to and seek guidance from the Electoral Board. Additionally, the general registrar will receive guidance and advice from the Virginia Department of Elections and is responsible for keeping the Electoral Board informed of all relevant matters pertaining to the smooth operation of the Office. The selected candidate will be appointed as the general registrar/director of elections for a four-year term beginning July 1, 2019. The Electoral Board is an equal opportunity employer. Examples of Duties: The general registrar oversees operations of the Office and serves at the pleasure of and under the general supervision of the Electoral Board. The general registrar is responsible for the duties and obligations of a general registrar and director of elections, including those enumerated in Code of Virginia, Title 24.2 (Elections). The statutory duties and obligations set forth in this title and related statutes constitute essential job functions for the position of general registrar. The general registrar is also responsible for performing the following specific duties and responsibilities, without limitation, and any other service required by the Electoral Board: Manages and directs the operations and activities of the Office of Voter Registration, including voter registration; candidate processing and filing; pre-election and election day voting; the design and preparation of ballots; equipment maintenance, programming, and testing; the proper maintenance and preparation of electronic poll books and other equipment necessary to conduct an election; poll worker recruitment and training; the proper set up of polling places; ensuring access to polling places; and managing voter outreach efforts. Oversees the voter registration process including processes for eligibility determination and denial notification in accordance with the guidelines of the State Board of Elections. Oversees the maintenance of a voter registration system to ensure that election districts, precincts, and polling places are up-to-date and that affected voters are notified of any changes in a timely manner. Oversees candidate filings and campaign finance reporting consistent with campaign finance disclosure laws, as amended, and the guidelines of the State Board of Elections. Attends training provided by the State Board of Elections.
Possesses and demonstrates strong leadership skills, including negotiation, communication both within and outside the Office; oversees the preparation of press releases, legal notices, correspondence, and any policy or procedure manuals; and ensures all information emanating from the Office is accurate and timely. Supervises permanent and temporary Office staff and officers of elections, including overseeing their recruitment, training, assignments and schedules, receipt and use of necessary technology resources, performance evaluations, compliance with policies and procedures implemented by the general registrar, and resolution of workplace conflict to ensure proper and efficient performance of staff duties. Continually analyzes the Office's performance, strategic goals, and data to make informed projections about the future needs of the Office including staffing, space requirements, equipment, and supplies. Develops and monitors the Office's budget to determine financial needs of the Office and provide justification to the City and State Board of Elections regarding the funding needs of the Office to maintain an effective election program and Office operation. Prepares and continuously evaluates the Office's equipment security plan. Attends Electoral Board meetings and consults with the Electoral Board at its pleasure and as required to discharge the general registrar's duties as required by law. Coordinates with City management to comply with any relevant policies and procedures Consults and coordinates with the City Attorney, the Commonwealth's Attorney, and the Office of the Attorney General, and other legal counsel to the Electoral Board as needed on legal issues. Serves the community and related professional organizations as a subject matter expert on elections and election administration; represents the City at regional, state, and national workshops and conference.
Typical Qualifications: Requisite Minimum Education, Training And Experience: Combination of education, preferably a Bachelor's Degree in business administration, public administration, management or related fields, and preferably three (3) years of election process or related experience demonstrating the knowledge, skills, and abilities required for the discharge of duties under this appointment. Supervisory experience is required. Certification as a professional election official is a plus. Must be a registered voter in the Commonwealth of Virginia at the time of appointment. Must be registered as a Notary Public or be able to obtain Notary Public status.

Supplemental Information: Additional Information: This is a 40-hour per week, exempt position with the requirement of working additional hours leading up to and including election days, and some evenings and weekends. Work Environment: Work is generally performed in an office setting, with occasional travel, including to polling locations and for training and community outreach purposes. Requires frequent sitting or standing for extended periods with occasional moderate lifting. Requires physical operation of a variety of standard office machines and election machines. Requires seeing, talking, hearing, and repetitive motions. Physical demand requirements are at levels of those for sedentary work. Frequent contact is made with City employees, general public, candidates, and elected officials.
